Should dogs be banned?

Changes in the law mean Rye Town Council will need to look closely at where dogs should be banned or have to be kept on a lead. Also humans might have to be banned from doing various things - like being noisy, or eating in public, or affecting others' quality of life in any way - like, perhaps, bell ringing
